Most UK recruitment agencies do not lose clients because they lack sales skills. They lose them because the first CVs arrive too late. A client briefs three agencies, the one that sends a credible shortlist first usually wins the vacancy, and the other two get nothing for their effort.

This guide explains how outsourced candidate sourcing works, when it makes sense for a recruitment or staffing agency, and how to judge a sourcing partner before you sign anything.

What is outsourced candidate sourcing?

Candidate sourcing is the front end of the recruitment process: finding people who match a role, reaching them, and confirming they are interested and available. Outsourced sourcing means a specialist partner does that work on your behalf, and hands the candidates to your consultants, who keep the client relationship and the placement.

It is different from three things agencies often confuse it with:

  • Staff leasing or temp supply. The sourcing partner does not employ the workers and does not place them with your client. The candidates come to you.
  • Full RPO (recruitment process outsourcing). RPO usually means taking over a client's whole hiring function. Sourcing support is narrower and cheaper, and it sits inside your existing process.
  • Job board advertising. Posting an advert waits for candidates to find you. Sourcing goes out and finds them, including people who are not actively applying.

Why UK agencies are looking at it now

Several pressures push in the same direction:

  • Persistent shortages in healthcare, logistics, construction, engineering and hospitality. The same pool of active candidates is being contacted by every agency at once.
  • Rising cost per hire from job boards and CV database subscriptions, with less to show for each pound spent.
  • Consultant time. Senior consultants spend hours searching and screening instead of winning clients and closing deals.
  • Uneven demand. A large client request can arrive overnight. Hiring permanent sourcers for a peak that may not last is risky.

Outsourced sourcing turns a fixed cost into a flexible one. You buy capacity when you need it.

What a good sourcing partner delivers

When you compare providers, look for specifics rather than slogans.

  • Speed to first candidates. Ask for a committed timeframe. With SmartHire the target is first candidates within 2–5 days of a confirmed brief.
  • Pre-screened, relevant profiles. You want people who match the brief on skills, location and availability, not a pile of keyword hits.
  • Your brand, your relationship. The partner stays in the background. Your consultants present the candidates to the client.
  • Clear scope per role. A defined brief, a defined number of candidates, a defined deadline.
  • GDPR compliance. Candidate data must be handled lawfully under UK GDPR, with a clear data processing agreement and documented sourcing methods.
  • No lock-in. You should be able to start with a few vacancies and scale up if it works.

How the process typically works

  • Brief. You share the role, must-have skills, location, salary range and urgency.
  • Sourcing. The partner searches across channels, contacts potential candidates and checks interest and availability.
  • Delivery. You receive a shortlist of vetted candidates, typically within days.
  • Your process. Your consultants interview, present to the client and manage the offer.

The key point is that your agency keeps what it is best at, the client relationship and the closing, while sourcing becomes a service you can switch on.

When it makes sense, and when it does not

It works well when:

  • You have vacancies that stay open longer than your clients will tolerate.
  • You want to take on high-volume or hard-to-fill roles without hiring.
  • You are entering a new sector or region and have no candidate network yet.
  • Your consultants are stretched across too many open roles.

It is a poor fit when:

  • You have no clear client demand to place the candidates into.
  • The role is so senior and confidential that it needs a fully bespoke executive search.
  • You expect the partner to close the placement and manage the client for you.

How to start without risk

Run a small pilot. Pick three vacancies you are currently struggling with, set a time limit of around 30 days, and measure three things: time to first candidate, share of candidates your consultants judge worth interviewing, and number reaching interview or placement. A short pilot gives you real data to decide on, rather than a sales presentation.

Is outsourced sourcing the same as buying candidate data?

No. A list of contacts is not a sourcing service. A partner should find, approach and qualify people for a specific role.

Will my clients know I use an external partner?

Not unless you tell them. The partner works behind your agency, and the client deals with your consultants.

How fast can I expect results?

That depends on the role. For many roles, first candidates can arrive within 2–5 days of a confirmed brief. Very niche roles take longer, and a good partner will tell you so upfront.

Is it compliant with UK GDPR?

It must be. Ask any provider for their lawful basis, data processing agreement and how they handle candidate opt-outs.

Try it on one role, free of commitment

You do not need a contract to find out whether this works. Pick the vacancy that has been open longest, send us the brief, and within 24 hours you get a straight answer: can we fill it, how many candidates, and by when. If it is not a fit, we will say so.

  • Start small: one role, or a three-vacancy pilot over 30 days
  • First candidates in 2–5 days once the brief is confirmed
  • White-label: your client relationship stays yours
